In the video, Brigadier General Min Min Tun appears to be apologising for the State Administration Council’s wrongdoings and the crimes that have been committed against citizens.

Brigadier General Min Min Tun was allegedly arrested while attempting to flee from the battle with the TNLA (Ta’ang National Liberation Army) in Namhsan township in northern Shan state.
